Kenneth Mapp is an American politician who served as the eighth Governor of the U.S. Virgin Islands from 2015 to 2019. He is named in the Epstein files in connection with 2016 emails in which he asked Jeffrey Epstein about a loan for the territorial government, and he later acknowledged in sworn testimony having lunch with Epstein on Little St. James.
Kenneth Ezra “Ken” Mapp is an American politician who served as the eighth Governor of the United States Virgin Islands from 2015 to 2019. Before becoming governor, he served as the territory’s lieutenant governor from 1995 to 1999 and held three terms as a senator in the Virgin Islands Legislature.
Documents released by the U.S. Justice Department include email exchanges between Mapp and Jeffrey Epstein. According to The Virgin Islands Daily News, in July 2016 Mapp emailed Epstein asking, “Would you be open to/interested in lending the GVI $275M at 4.75-5.25%, pledged revenues as security over a 20 year term?” The Daily News reports that Epstein replied with clarifying questions about taxation and collateral, and that the exchange occurred while the territory was working to raise financing through municipal bonds.
The VI Consortium reports, based on the Justice Department records, that Mapp also sought a $50,000 contribution to his political action committee during his 2018 re-election campaign, and that in sworn testimony given in May 2023 — during litigation between the U.S. Virgin Islands government and JPMorgan Chase — Mapp acknowledged having had lunch with Epstein on Little St. James while serving as governor, placing the meeting around 2016. According to the VI Consortium, Mapp testified that Epstein “never received special treatment.” Neither outlet reports a separate public statement from Mapp responding specifically to the released emails.
